Salem Police Department Halloween Operational Plan ZERO TOLERANCE: PUBLIC DRINKING - FIGHTING - DISRUPTIVE OR AGGRESSIVE BEHAVIOR EFFECTIVE DATES Monday October 31, 2011 EXPECT AN INCREASE IN POLICE OPERATIONS IN THE DOWNTOWN AREA NO PLANNED STREET CLOSINGS However, crowd size and public safety will dictate the need for closing of any streets. It is very possible that Washington Street from Bridge at the MBTA Station to Riley Plaza and Federal Street from Washington Street to North Street could experience traffic diversion and potential closings during the afternoon and evening hours for public safety if the entertainment venue crowds and the crowds coming off the trains are too large and cannot be confined to the sidewalk areas, as well as any other street within the downtown area. The Bypass inbound traffic from Beverly is diverted back to Bridge Street and back towards Beverly. Incoming southbound traffic from Bridge Street is detoured to the Bypass Road back to Beverly. A signboard should be placed in Beverly before the Bridge warning drivers that Salem is absolutely closed to thru traffic from 10 pm to 1130pm. Route 1A and Route 107 are closed. Vehicles should be directed to Kernwood Bridge. West up ramps will divert traffic to Route 114 and Essex Street Franklin Street (entire length)________________________________________________________________________________________ POSTED TOW ZONES Noon to 12 Midnight
